Regional Innovation Policy Impact Assessment and Benchmarking Pilot Action

The Pilot Action ‘Regional Innovation Policy Impact Assessment and Benchmarking’ aims to encourage European regions to assess in a systematic way the impact of their innovation policies and strategies, and to stimulate the creation of instruments for the development of benchmarking processes.

Eight projects launched in June 2005 integrate the Pilot Action. The projects aim to promote the use of existing methodologies/tools and to develop new ones to assess the impact of innovation policies at regional level, and to set up benchmarking indicators conducive to the establishment of an innovation scoreboard for European regions.

The projects are to be developed over 32 months in four successive phases:

  • Phase 0 – Establishment of management structures and consensus building (six months);
  • Phase 1 – Identification of good practices in regional innovation policy assessment, development of assessment methodologies and instruments, elaboration of indicators, analysis of the impact of RIS/RITTS projects, and cooperation with the other projects (10 months);
  • Phase 2 – Data processing, outcomes from RIS/RITTS impact analyses, common discussion with the other projects, and initial dissemination (10 months);
  • Phase 3 – Conclusions, recommendations for regions, benchmarking exercises, feedback to policy-makers, and dissemination (six months).
