Regional clusters as innovation drivers

About the Project

This IRE subgroup will focus on the development of clusters and networks as drivers of innovation at regional level. The aim is to increase regions’ understanding of the design, establishment, implementation and impact of cluster initiatives. The subgroup is a pilot action of the European Commission’s Entrepreneurship Action Plan, and is expected to help test a model for regions to validate their cluster policies and actions. The members of the subgroup will follow a modular learning process. An open conference to disseminate the results will be organised during the first half of 2006. The group will focus on four groups of related topics:
  • Clusters as tools in the regional innovation system – pre-cluster analyses, feasibility studies, programme design and funding, and evaluation criteria for support to clusters;
  • Cluster behaviour and culture – barriers and success factors in trust building, and instruments and tools for cluster development;
  • Cluster management (day-to-day management, marketing and external communication) – monitoring of progress and evaluation of output, cluster lifecycles and strategic planning;
  • Proposals for regional policies – general vs. sector-specific programmes, financing, institutional support and the role of the region.
